Limits of responsibility

There is a famous quote about freedom: "Your right to swing your arms ends just where the other man’s nose begins."

What about responsibility?
Are we responsible for how our actions (or words) will make another person feel?
What if we intend to please but person gets upset?
What if we know, beforehand, that other person's reaction will be opposite to our intention, but do it nonetheless?

Figure (and apply☝️) an answer, that works for you! ;-)
